When a note is added here, it should summarize the crowd-report timing, what users appeared to experience, when the issue seemed to settle, and how that compared with official provider messaging.

A crowd spike alone is not enough to justify an incident note. The note should add real value beyond the homepage chart and should be useful to someone trying to understand what happened after the fact.
